History of Taylor & Ochroch
1962

Ken Taylor, & Fred Ochroch -- having recently graduated from University of Pennsylvania’s Wharton School and Penn State respectively, formed Taylor and Ochroch, Inc. (T&O) as a full-service life and property/casualty insurance agency.
1960s & 1970s

Ken & Fred built a highly respected and capable agency with notable success in solving complex insurance risks for regional and national organizations. This success allowed Ken & Fred to leverage their compatible partnership and diversify by creating TX Industries to purchase a variety of companies requiring infusion of capital and management including, but not limited to, a Baltimore, MD shoe factory, a Phoenixville, PA charter bus company, a Teaneck, NJ bowling alley, a New Hope, PA hotel/restaurant, and others.
Late 1970s

T&O developed the Merchants, Manufacturers, Professionals Multiple Employer Trust (MMPMET) as a vehicle to provide Montgomery, Chester & Delaware County, PA Chamber of Commerce members group health insurance. At this time, individual small group health plans were becoming expensive, quite often included exclusions for pre-existing conditions, and didn’t include the level of benefits found in large group health plans. T&O enlisted Chambers of Commerce throughout the Philadelphia suburban counties as sponsors of the MMPMET. This consolidation of Chamber of Commerces’ small business members allowed T&O to build comprehensive group health plans that solved for rising prices, pre-existing conditions, and limited benefit offerings.
1984

Art Taylor entered the business after working for a national insurance broker. Art focused on building the MMPMET and helped grow sales from a couple hundred accounts to more than 2,000 employer groups by the early 1990’s. During this time Art was very interested in how to use the nascent microcomputer technology to simplify & improve the administration of the MMPMET. Art developed a basic enrollment & premium billing administration system for MMPMET.
1986

Ken purchased Walshire Assurance Company (“Walshire”) and its single holding Lincoln General Insurance Company (“LGIC”) a small Pennsylvania insurance company specializing in long haul truck physical damage insurance. In 1987, Ken took LGIC public and moved the company from Gettysburg, PA to York, PA to access a larger labor pool. Over the next twelve years, Walshire expanded its insurance offerings and offerings into 40 states and was recognized as an A.M. Best “A” rated carrier. In 1999, Walshire was sold to private firm.
1991

Art formed Benefit Allocation Systems, Inc. (“BAS-Inc”) to convert the MMPMET software into a full-fledged Section 125 Cafeteria Plan-capable enrollment and billing software providing services as a service bureau (there was no commercially viable Internet at this time). Over the next 25 years, BAS expanded nationally to provide a full complement of web-based insurance plan enrollment, compliance, administration, and billing solutions.
Early 2000's

T&O sold its property & casualty insurance business and continued to operate solely to provide multi-employer groups with insurance brokerage services, insurance consulting, and benefit plan administration.
